PRU FAB Evaluation Report Meeting Intervention

On the 25th of September 2008, the final draft of PRU FAB Evaluation Report was reviewed at a meeting in EUROCONTROL HQ. The final draft report can be downloaded below (click on Read More). During the meeting, Mr. Frédéric Deleau made the following intervention on behalf of the MOSAIC Project:

As mentioned by Mr Nero when he introduced the conclusion, MOSAIC is not a FAB per se.
 
MOSAIC can be found in the PRC Evaluation report certainly NOT because we forced our model in but rather because the European Commission saw the high potential to go beyond the requirements motivating the creation of the FAB, and therefore, the European Commission asked the PRC to consider this project.
MOSAIC is in because of the quality of the work delivered and the ideas expressed at a very early stage of FABs development, demonstrating that some staff representatives were willing to find practical, progresses and very constructive solutions, meeting a word extensively used by Mr O'Connel: AMBITION!!!
MOSAIC is in because, in the most complex area of Europe, the core area, "a" project has gathered support of all the important actors representing ATCO's and Engineers!!!
For these reasons, we are disappointed to be treated as an..."Annex"
 
Further, let me insist again: starting the implementation before settling and agreeing on the vision and the goal of the institutional set-up of future working environment, could and would only lead to slower, if not, painful process.
