MOSAIC Framework Document Published!
After months of consultations, the MOSAIC group presents version 1.0 of the MOSAIC Frame Work Document. This document represents the vision and general commitment of Unions and Professional Associations, taking a united stand and commiting towards a truly viable and seamless airspace in the core area of Europe. The MOSAIC concept will meet all future ATM challenges in the most complex airspace. In our opinion, MOSAIC is the only credible alternative which will benefit all stakeholders in tomorrows' Air Traffic Management.
Ever since the adoption of the Single European Sky regulations in 2004, Europe has struggled and attempted to define the role and identity of its air traffic control services. A few Air Navigation Service providers [ANSP’s] have taken the philosophy advocated by the European Commission as a “go-ahead” for introducing competition and privatisation to Air Traffic Services.
The MOSAIC group, comprising social partners and professional organisations representing every actor of the air traffic control safety chain, has now been working for many months to promote an ambitious and yet realistic European project: the construction of a single air navigation service provider for France, Germany, Italy, Switzerland, Belgium, the Netherlands, Luxembourg, and the Eurocontrol en-route centre located in Maastricht. (They were joined in 2007 by their Austrian colleagues).
A provider based on partnership and cooperation rather than competition and on the model of a European Organization for Air Navigation Services in order to deliver an efficient and robust ATM Regional Concept from ground to unlimited.
The MOSAIC Group Members put Safety, Stability and Efficiency ahead of any other consideration. They therefore agree that the provision of Air Navigation Services should be widely confirmed as a service of general interest of non economic nature.
Politicians, decision makers and social partners have to stand together. It is a common duty to open a new way, to explore new possibilities in order to build a single provider based on a unified European Safety standard in a region that will see its already very dense traffic increase even further.
MOSAIC is designed as a phased project, where member states gradually reinforce cooperation between Air Navigation Service Providers from ground to unlimited.
The first stage focuses on technical harmonisation and operational enhancements. It will initiate a rationalization process and bring concrete results in terms of air traffic management close to what is known as a Functional Airspace Block (FAB) development.
During the second step, some services will be partially integrated in a European Agency for air navigation services, created to that end. Its first mission will be to establish a global strategy, shared by all the relevant providers and to prepare the financial integration of the various partners.
In the third and last phase, the providers and their staff will be completely integrated in the Agency. It will therefore provide all air traffic services. Staff coming from the national providers will be employed as officials of a European statutory based Agency.
MOSAIC is fully compliant with SESAR, Civil-Military needs, totally in line with the objectives of the Single European Sky, and of course following the ICAO Global ATM Concept. More over, it can significantly contribute to mitigate aircraft operations environmental impact in its region through the implementation of its Concept of operations.
It is the only viable and long term integrated solution to the problems of Safety, Continuity and Efficiency in the core area of European Airspace.
It is a Pan-European vision.
